We have identified an initial group of economists to work on the "social cost" issue. They include: Bob Tolllson, George Mason Universlty; Richard Wagner, Florida State Universiey; Dwight Lee, University of Georgia; Robert Wagner, Auburn Universley; Gary Anderson, California State Northridge; Richard Higgins, Howrey & Simon; and James Savarese, Savarese & Associates. We held an organizantional meeting to review "social rush" issues and go brief the economists on our issue plan.

Research needs presented to the economists included: review and critique of existing "social cost" literature; producuivity and absenteeism; insurance costs; social security/Medicare cost; and, application of "social cost" economics to ocher indusustries We will receive research proposals in the next few weeks and will select projects to begin immediately. Robert Ekelund already has submitted a proposal concerning absenteeism.

Bob Tolllson is preparing a proposal for an academic symposlum on the "social cost" issue to be held once initial research is complete. The economists also are indenttfying opportunities to deliver presentations on the issue before regional and national economic conferences.

The Tollison and Wagner "social cost" book is scheduled to be published in March. We met with Tollison and public affairs counsel to discuss a media tour and other promotional ideas. ...

CONSULTING ECONOMIST TEAM

Background

A core of five economists is versed in all our issues.

Most of the economists are politically conservative, with many from the "public choice" school of economics.

All are affiliated with academic institutions; many hold chairs in the universities' economic departments.

Who they are

The core group of economists includes: Robert Tollison, Richard Wagner, Dwight Lee, Gary Anderson and Michael Davis.

Additional economists, located in 43 states, are called upon for op-eds and other writing assignments.

Length of relationship

A Washington-based consultant developed the network of economists several years ago. (And is responsible for
maintaining it.)

At our direction, the consultant activates select members of the network.

How we use them

Prepare and deliver testimony.

One-on-one briefings with representatives, lobbyists, other interests.

Interviews with the media.

Write and publish op-eds.

Conduct research and promote the findings.

Make presentations to their peers.

Background

The "social cost"' issue impacts all of our issues. Proponents: of cigarette excise tax increases, smoking
restrictions and advertising bans often rely on "social cost" arguments to support their efforts...

What TI, and Its Allies Must Cover

1. "Social cost" arguments u, sed to justify excise tax increases, smoking restrictions and ad bans are not valid.

2. Independent economists! state that "sociial cost" calculations used by anti-smokers do not withstand credible economic scruitiny.

3. There: is no convincing~ economic evidence that smokers impose costs, on society. Any supposedl costs are "private costs" and are borne by the smoker.

COMMUNICATIONS EFFORTS
OCTOBER 1989

Professors Robert Tolllson and Richard Wagner conducted media tours on the "social costs of smoking" in Los Angeles, San Diego, Memphis and Little Rock. Among other media expressing interest, the Los Angeles Times requested an editorial, which has been submitted for possible publication. Reports and transcripts are enclosed.

"Political Entry Barriers and Tax Incidence: The Political Economy of Sales and Excise Taxes," an article by economists Robert Tollison and Gary Anderson was published in Public Finance. The authors find when political entry barriers prevent low-lncome individuals from participating in the polltical process, the poor pay more excise and sales taxes. A copy of the article is enclosed.

Papers were offered by Lee ("Smoking and Public Policy"), Gary Anderson ("Politics, Redistribution and Smoking") and Benjamin Zycher ("Insurance and Smoking: Market vs. Government"). A full report on the conference is expected nex~ month.

We have agreed to support consulting economists' presentations during sessions of two other major academic conferences later this year: the Atlantic Economic Society and the Southern Economic Association. Both will focus on aspects of "user fees" and budgetary politics.
